Established as early as in 2007, the RAG Foundation is not a classic foundation: as trustee of the public sector, it uses sales and dividends of Evonik Industries AG in order to finance - as of 2019 - the so-called "long-term liabilities" resulting from the termination of subsidsed German coal mining; thereby, regulating a socially acceptable phasing-out process by 2018.

According to the statutes, these social responsibilities of the RAG Foundation apply to all mining areas in the Ruhr and Saar regions. In addition to securing and increasing the Foundation’s assets to ensure the financing of long-term liabilities, the Foundation can also promote educational, scientific and cultural facilities located in the Ruhr and Saar regions provided that there is a connection to the adjustment process of the German coal-mining industry. This kind of funding, however, is to be considered subordinate to the Foundation’s principal purpose. Expenditure on funding projects is met by means of an annual economic plan adopted by the Foundations’ Board of Trustees.
